NIB packaging??

So I just bought what I thought was a NIB tea set. But when I received it, the box was open and it seems like all of the plastic baggies were cut open and then taped shut. At first I was kind of disappointed but as I think about it I started to wonder if this is how they really come?? One side has a seam but the other doesn't. Like it was cut. Does anyone else know the answer to this? I don't want to say anything to the seller until I know.

I think this is how it came. I remember mine had one side taped closed as well. I'm not 100% sure they were all like that but mine was at least. Does it look like original tape or used otherwise?
